Send Payslips via WhatsApp

94% of South African internet users have WhatsApp (DataReportal, 2025). Your employees check it every day. Deliver password-protected payslips straight to the app they already use. No email address required, no portal to set up, no training needed.

The access gap

83% of frontline workers globally do not have a corporate email address (Emergence Capital, 2020). In South Africa, 72% of the workforce are deskless (Ventureburn, 2024). Email and ESS portals do not reach the people who need payslips most.

Why WhatsApp?

WhatsApp is not just popular in South Africa. It is the default communication channel. Workers use it to coordinate with colleagues, communicate with family, and manage daily life. The average South African WhatsApp user spends 24 hours and 55 minutes on the app every month (DataReportal, 2025).

Compare that to the alternatives:

WhatsApp

Limitation: Requires email address and inbox access

ESS Portal

Limitation: Needs device, internet, digital literacy

Printed

Immediate

Reach: 100% if hand-delivered

How it works

  • Export payroll data from your existing system (Sage, SAP, PaySpace, SimplePay, or any CSV)
  • Upload the CSV to wabill. AI maps the columns: name, phone number, earnings, deductions
  • wabill generates a password-protected PDF for each employee
  • Each payslip is delivered to the employee's WhatsApp as a secure PDF
  • Employees open the PDF with their password (typically their ID number)
  • You track delivery in real time on the wabill dashboard

The entire process takes minutes, not hours. Upload, confirm, send.

Security: end-to-end protection

Payslips contain salary details, ID numbers, tax information, and deductions. wabill protects this data at every step.

  • Password-protected PDFs: each payslip is encrypted before delivery. Only the employee can open it
  • WhatsApp end-to-end encryption: no third party, including WhatsApp itself, can read the content in transit
  • POPIA Section 19 compliance: password protection plus encryption satisfies the 'appropriate, reasonable technical measures' standard
  • Delivery confirmation: you know exactly which employees received their payslip and which deliveries failed
  • 12-month retention: distribution data is kept for employee queries and reissues, then deleted

Legal basis

Three pieces of legislation govern payslip delivery in South Africa:

BCEA Section 33

Employers must provide written payment particulars on each payday, at the workplace or at a place agreed to by the employee, during ordinary working hours or within 15 minutes of the start or end of those hours. The payslip must include the employer's name, employee's name and occupation, pay period, gross and net pay, all deductions with reasons, and overtime details.

ECTA Section 12

The Electronic Communications and Transactions Act provides that a requirement for a document to be “in writing” is met if the document is in the form of a data message and accessible for subsequent reference. A PDF payslip on WhatsApp satisfies both conditions.

POPIA Section 19

Requires appropriate, reasonable technical and organisational measures to protect personal information. The combination of password-protected PDFs and WhatsApp's end-to-end encryption meets this standard. Payslip delivery falls under “compliance with a legal obligation” (BCEA), so separate employee consent for delivery is not strictly required.

Who benefits most

WhatsApp payslip distribution solves the hardest delivery problems: employees who are never at a desk, never check email, and cannot access a self-service portal.

  • Factory and manufacturing workers operating across shifts
  • Mining crews at remote sites with no office access
  • Drivers and logistics staff who are always on the road
  • Farm workers, including seasonal staff on short-term contracts
  • Construction workers moving between project sites
  • Retail staff across multiple branches
  • Security guards, cleaners, and other contracted workers

Data costs are not a barrier

WhatsApp uses minimal data. A PDF payslip is typically 50-150KB, well within any WhatsApp bundle. South African mobile networks offer dedicated social bundles: MTN from R2/day, Vodacom from R49/week with 4GB social data. Most employees already have WhatsApp data as part of their existing plan.

FAQ

Do employees need to download an app?

No. Payslips arrive as a password-protected PDF in their existing WhatsApp chat. No app to install, no account to create, no portal to log into. If they have WhatsApp, they can receive their payslip.

What about employees who change phone numbers?

You manage the employee list on the wabill dashboard. When a number changes, update it and the next payslip goes to the new number. Previous deliveries remain in the employee's old WhatsApp chat history.

Is WhatsApp delivery BCEA compliant?

Yes. BCEA Section 33 requires written payment particulars on each payday. The Electronic Communications and Transactions Act (ECTA), Section 12, confirms that a data message accessible for subsequent reference satisfies the 'in writing' requirement. The Labour Court confirmed this in Sihlali v SABC. A PDF payslip on WhatsApp is both written and accessible for future reference.

What data does wabill need?

A CSV with employee names, WhatsApp numbers, and payroll data (earnings, deductions, net pay). Your payroll system already has this. Export it as a CSV, upload to wabill, and we handle the rest.

Can employees access old payslips?

Yes, in two ways. The PDF stays in their WhatsApp chat history. And you can reissue any payslip from the wabill dashboard at any time. Distribution data is kept for 12 months for employee queries and reissues.

What does it cost?

Pricing is per business based on volume. Email support@wabill.co.za for a quote. No per-message fees on top of your plan.
